Drive west on Cactus Road past Tatum Boulevard on a Tuesday evening this August and you'll see two different developments occupying the same 100 acres. On one side, string lights over a patio, a line at a taco counter, cars circling for parking near a gym with floor-to-ceiling windows. On the other, orange construction fencing, exposed rebar, and a rendering on a plywood wall showing what's supposed to be there eventually.
Both halves are real. The site has changed substantially since 2023, when the whole site was rubble and rendering. Restaurants have been serving dinner since spring, and a gym is already at capacity for its Pilates classes.
What's Open for a Tuesday Night
Paradise Valley Mall opened in 1978 and closed in 2021, with demolition starting later that same year. For most of the past four years, the site was a fenced lot. Since this past spring, parts of it have opened while construction continues elsewhere.
RED Development, the company behind the $2 billion redevelopment, has been candid about the timeline. A senior vice president at the company told Axios Phoenix in April that the 100-acre project is only about half finished, with full build-out expected around 2030. That's a nine-year span from closure to completion. In 2023, much of the site was still under construction. Today, some businesses are open while other areas remain under construction.
What's Open at PV
Here's what's actually functioning as of this month, not what's been announced:
- Velvet Taco opened its second Arizona location at PV in March 2026, serving globally inspired tacos and bowls out of a nearly 2,000-square-foot space with patio seating.
- Trevor's Liquor took over the former Sears Auto Center on Tatum Boulevard, a 14,000-square-foot venue that includes a full-service bar, a pizzeria, a golf simulator, a cigar lounge, and a dog-friendly patio.
- Whole Foods Market relocated here after 22 years at its previous store near Shea and Tatum, in a location spanning more than 50,000 square feet.
- Life Time Paradise Valley opened in late April 2026 as a 92,000-square-foot athletic club with pickleball courts, group fitness studios, a spa, and a rooftop pool club. It's the company's eighth Arizona location.
- AVE Paradise Valley, a 400-unit luxury apartment complex, is open and leasing.
- Every Tuesday at 6:30 p.m., RED Development hosts RUN PV, a free community run through the site in partnership with the Phoenix Run Club.
That last one matters more than it looks. A weekly run club is not something you schedule around a construction zone. It's something you schedule around a place that already has sidewalks, lighting, and enough finished storefronts to make a loop worth doing.

The One Opening That Actually Flips The Corner
Mark your calendar for August 26. That's the date Harry & Izzy's opens at 12770 N. Tatum Blvd., and it's the first location the Indianapolis-based grill has opened outside its home state since launching in 2007. Harry & Izzy's is a sister restaurant to St. Elmo Steak House, an Indianapolis institution that's been serving its famous shrimp cocktail since 1902.
The address matters as much as the menu. Harry & Izzy's sits on the northeast corner of PV's park block, the greenspace that already hosts the Tuesday run club and occasional live music. Until now, that park has been bordered mostly by construction. Once this restaurant opens, the greenspace gets a restaurant patio facing it on one side for the first time, which changes what an evening there looks like. A run club with nowhere to sit afterward is a workout. A run club next to a lit patio is a routine.
RED Development's Jeff Moloznik summed up the pace of change to Axios back in April: "By this time next year, this will be a dramatically different place."
What's Still Behind The Fence
Not everything residents keep asking about is actually here yet. Cala, the Mediterranean restaurant from Clive Collective and chef Beau MacMillan, is still listed as anticipated for 2026 with no confirmed opening date, and it's slated to sit just west of Blanco Reserva Cocina + Cantina once it does land. The Vig, the longtime Arcadia tavern opening its eighth Valley location right next door to Harry & Izzy's, is targeting later this summer or early fall, and will bring a design built around a 1970s-era post-and-beam entryway and adobe brick sourced from one of the state's last remaining adobe suppliers.
Further out, Fender Musical Instruments Corp. is relocating its headquarters to the site, and Life Time is finishing a residential tower called Life Time Living that will connect directly to the athletic club with a walkway and resident memberships included. Neither has a move-in date yet. Both are reminders that the corner you're driving past today is a construction site and a functioning neighborhood at the same time, and the ratio between the two keeps shifting month to month.
What Actually Changes For You This Week
If you want dinner out tonight, Trevor's patio and Velvet Taco are real options with real hours, not renderings. Cala and The Vig are not open yet, so they are not options for dinner tonight. If you've been putting off checking out the gym because you assumed it was still under construction, it opened in the spring and has been running classes since. And if you're the type who plans two weeks out, put August 26 on the calendar. That's the date the park's northeast corner stops being a fence and starts being a restaurant.
For nearby residents, PV is best understood as an evolving destination: useful now, with more still to come.
